			<content:encoded><![CDATA[<p>In preparation for redistricting Ward 1&#8242;s ANCs, the DC Office of Planning has released <a href="https://sites.google.com/a/dc.gov/redistricting/data-tables-for-redistricting" target="_blank">block-by-block demographic data</a> for the District. We have combined the data for the blocks that comprise LeDroit Park to create a LeDroit Park census.</p>
<p>Analyzing U.S. Census data for LeDroit Park proves difficult because the of the way census tracts are drawn. Our census tract, <a href="http://www.neighborhoodinfodc.org/censustract/nbr_prof_trct54.html" target="_blank">34</a>, combines LeDroit Park and Howard University. Dorms on the northern end of the campus, far away from LeDroit Park, account for 717 of the tract&#8217;s 4,347 residents, thus skewing tract data.  Furthermore, the tract also inclues several blocks bounded by Rhode Island Avenue NW, Florida Avenue NW, and 2nd Street NW.</p>
<p>Fortunately, the Census Bureau provides data for each block, allowing us to combine the statistics for those blocks in LeDroit Park, while excluding the Howard University campus.  In the map below, we have outlined the tract in blue and shaded the blocks for LeDroit Park in red.</p>

<p>Though LeDroit Park started out as an exclusively white suburban neighborhood, by 1910 the neighborhood was <a href="http://books.google.com/books?id=55RAAAAAYAAJ&amp;pg=PA83&amp;dq=%22le+droit+park&amp;hl=en&amp;ei=Gxg_TuWMFuHx0gHB-tDEBw&amp;sa=X&amp;oi=book_result&amp;ct=result&amp;resnum=2&amp;ved=0CDMQ6AEwAQ" target="_blank">almost entirely black</a>.  Today, 100 years later, the neighborhood is 70% black and is continuing to diversify.</p>

<p>However, when looking at the numbers on a block-by-block basis, you see that the neighborhood demography, must like that of the District itself, is unevenly distributed.  </p>
<p>The block bounded by 5th Street, T Street, 6th Street, and U Street is 53% white, the highest in the neighborhood.  Likewise, the block containing the Kelly Miller public housing is 91% black, the highest percentage in the neighborhood.  The block containing the arch and the Florida Avenue Baptist Church comes closest to black-white equilibrium at 44% and 49% for each group respectively.</p>

<p>When looking at total population numbers for each block, you see that the two most populous blocks contain Howard University dorms.  The block bounded by 2nd Street, T Street, 3rd Street, and Elm Street has 382 residents and contains Slowe Hall, which houses 299 students.</p>
<p>The second most populous block contains the new park.  However, it also contains Carver Hall, which itself houses 173 students. Certainly these blocks are big, but the fact that their population numbers are off the chart has more to do with student dorms than with any inherent difference in housing density.</p>

<p>Finally, when we look at housing vacancy, we see that the block bounded by 5th Street, T Street, 6th Street and U Street has 38% of its housing units vacant.  We&#8217;re not sure what&#8217;s causing this number, but we suspect that <a href="http://maps.google.com/?ll=38.916636,-77.018691&amp;spn=0.001488,0.003039&amp;z=19&amp;layer=c&amp;cbll=38.916636,-77.018691&amp;panoid=pWYxxMzh0N5IOOWYf0e8iA&amp;cbp=12,238.16,,0,-6.67" target="_blank">the apartment building at 5th and U Streets NW</a> boosted the vacancy rate.  The building has since been finished and is fully rented.</p>
<p>The block with the second-highest rate of vacancy contains the now-renovated <a href="http://leftforledroit.com/2011/05/views-of-anna-j-cooper-circle/">Ledroit Place condo building at 1907 3rd Street NW</a>.</p>

<p>It would be interesting too look at other data, including household income, car ownership, and age distribution for the neighborhood.  However, the Office of Planning&#8217;s spreadsheet only covered population numbers, racial distribution, and housing unit numbers, so those are the metrics we graphed.</p>

<p>Representatives of two large projects of local interest will appear at Thursday&#8217;s monthly meeting of ANC1B.</p>
<p>First, <strong>Howard University</strong> will give a short presentation of its draft campus plan (right).  The university is finishing up the draft that it intends to submit for public review and Zoning Commission approval in the coming months.  The <a href="http://leftforledroit.com/howard-university-campus-plan/">draft we&#8217;ve seen</a> shows positive steps for development along lower Georgia Avenue.  We will post more details later this week.</p>
<p>Second, the city and its architects will present <a href="http://www.scribd.com/doc/52303211/Cardozo-Senior-High-School-Renovation-Concept" target="_blank">the concept design</a> for the renovation of <strong>Cardozo Senior High School</strong>.  The historic school building opened at a time when girls and boys were separated within schools.  As a consequence, the building has two small gyms, rather than one adequate gym.  The architecture team proposes appending a new gym to the west side of the building and partly burying it into the hillside.  Burying the structure into the hillside allays residents&#8217; previous objections to any additions that would obstruct the spectacular views from Clifton Street NW.  The roof of the gym will serve as a parking lot and may provide a fireworks view (not launching!) platform for future Independence Days.</p>
<p>Two liquor licenses are on <a href="http://www.anc1b.org/nextmeet.html" target="_blank">the agenda</a>, too:</p>

<p><strong>Development/Public Space</strong></p>
<p>The commission will likely support the zoning relief application for <strong>2221 14th Street NW</strong> (image above).  In a rare residential foray, Douglas Development seeks to build a condo building at the southeast corner of Fourteenth Street and Florida Avenue.  The company is seeking support for several variances and special exceptions, mostly regarding the roof structure, rear setback, and parking requirements.  <a href="http://leftforledroit.com/wp-content/uploads/2010/12/2221_14th_St.pdf">View the designs and zoning application</a>.</p>
<p><a href="http://leftforledroit.com/wp-content/uploads/2010/12/Draft-Banner-Designs-_-Nov-14.pdf"><img class="alignright size-full wp-image-1203" title="Arts District Banner" src="http://leftforledroit.com/wp-content/uploads/2010/12/14st_banner.png" alt="" width="150" height="237" /></a>The commission is also likely to lend its support to the <strong>Arts District Branding Project</strong>, which is developing <a href="http://leftforledroit.com/wp-content/uploads/2010/12/Draft-Banner-Designs-_-Nov-14.pdf">graphic banners</a> (sample at right) to hang from lights posts along Fourteenth Street and U Street.  The banner is part of a <a href="http://www.tbd.com/articles/2010/10/grant-warfare-the-real-story-behind-midcity-s-contentious-arts-district-branding-project-22696.html" target="_blank">$200,000 city-funded branding project</a> to enhance the marketing and identity of the arts district that stretches along Fourteenth Street from Rhode Island Avenue to Florida Avenue and along U Street from Seventeenth Street to Seventh Street.</p>
<p>DDOT prefers that private groups obtain ANC support before the agency permits groups to hang banners on poles for 90 &#8211; 180 days.  After the 180-day term, the banners remain up until another group wishes to use the poles or until the group removes them.</p>
<p>Also on the agenda is the District-owned <strong>Parcel 39</strong> at the <a href="http://maps.google.com/?ie=UTF8&amp;hq=&amp;hnear=Washington,+District+of+Columbia&amp;ll=38.915579,-77.022919&amp;spn=0.001325,0.001894&amp;z=19&amp;layer=c&amp;cbll=38.915579,-77.022919&amp;panoid=0-Ms5N5jmsegB2fZRxABVQ&amp;cbp=12,230.35,,0,5.13" target="_blank">southwest corner of Eighth and T Streets</a> in Shaw.  The site is currently a parking lot, but Mayor Fenty, in the waning days of his mayoralty, is seeking <a href="http://www.bizjournals.com/washington/blog/2010/12/as-fenty-exits-developers-eye.html" target="_blank">to sell the lot</a> to a development team with plans to construct a four-unit condo building.  The sale price, or proposed sales price, has not yet been disclosed.</p>
<p><strong>Alcohol Licenses</strong></p>
<p>Two licensees are looking to modify their licenses:</p>
<p><strong>Alero Restaurant &amp; Lounge</strong> (1301 U Street) looks to amend its Class C license to include a 44-seat sidewalk café serving alcohol from 11:30 am to 1 am Sunday through Saturday.</p>
<p>Nearby, the <strong>Islander Caribbean Restaurant &amp; Lounge</strong> (1201 U Street) wants to extend its hours and expand to the second floor.  Currently their hours are Sunday 10 am- 2 am and Thursday-Saturday 10 am-2 am.  They propose these new hours:  Sunday through Saturday, 6 am-4 am with alcohol served Sunday 10 am-2 am, Monday-Thursday 8 am-2 am, and Friday &#8211; Saturday 8 am-3 am.</p>
<p>The commission will likely renew the following licenses as a formality:</p>

<p>The most contentious issue at Thursday&#8217;s meeting of ANC1B was the proposal to grant $4,000 to subsidize the groundbreaking celebration of the Howard Theater on August 22 and the proposal to spend $1,000 to purchase an advertisement in the celebration&#8217;s commemorative brochure.  Commissioners Brianne Nadeau (1B05 &#8211; Meridian Hill) and Sedrick Muhammad (1B03 &#8211; Cardozo) were particularly opposed.  Ms. Nadeau was displeased with the idea of a general subsidy for the event without knowing exactly for what items and services the money would be spent.  Mr. Muhammad didn&#8217;t think a one-time event warranted so much public money.</p>
<p>The ANC narrowly approved the $5,000 grant 4 to 3 (vote tally below) and then took up a grant application for the Banneker City Little League, which sought $3,000 to subsidize a little league for neighborhood children.  The commission approved the grant request without much ado.</p>
<p>As for $5,000 grant for the groundbreaking ceremony and the brochures, the votes were as follows:</p>

<p>In other news, a new Mexican restaurant at <strong>1819 Fourteenth Street</strong>, <a href="http://maps.google.com/?ie=UTF8&amp;hq=&amp;hnear=Washington,+District+of+Columbia&amp;ll=38.914622,-77.031957&amp;spn=0.001425,0.003484&amp;t=h&amp;z=19&amp;layer=c&amp;cbll=38.914711,-77.031955&amp;panoid=QV6I8sxFp_DjQ3JhmthLeQ&amp;cbp=12,101.04,,0,1.71" target="_blank">next to the Black Cat</a>, is applying for a liquor license.  They plan to host 99 seats in the summer garden, 14 seats on the sidewalk, and 161 seats inside.  Though the property appears to be a modest 20 feet wide, it&#8217;s very deep and the &#8220;summer garden&#8221; is probably liquor license-speak for &#8220;roof deck&#8221;.</p>
<p>Closer to LeDroit Park, Howard Theatre Restoration Inc., the non-profit about to break ground on the Howard Theatre renovations this month, will request a $5,000 grant for the Jazz Man statue <a href="http://leftforledroit.com/2010/08/the-jazz-man/">we wrote about earlier</a>.</p>
<p><strong><span style="color: #339966;">Update:</span></strong> We received word yesterday that the mayor has canceled his appearance.</p>

<p>At Thursday&#8217;s ANC1B meeting, Chip Ellis, head of the Howard Theatre&#8217;s restoration, announced that the much-delayed renovations will start in the last week of August.  The theater, when it opens, will host R&amp;B acts, jazz, and Sunday gospel brunches in a venue that Ellis describes as &#8220;cabaret style&#8221;.</p>
<p>Careful observers of the restoration sketch (above) will notice the statue at the top of the façade.  Originally the theater featured a statue of Apollo playing the lyre;  the new statue, fabricated in metal and lit with LEDs will be themed &#8220;the Jazz Man&#8221;.  Mr. Ellis will return  in a few months with design drawings.</p>
<p>When asked about parking, Mr. Ellis stated that the restoration project plans to partner with Howard University to offer parking in <a href="http://maps.google.com/?ie=UTF8&amp;ll=38.919511,-77.022424&amp;spn=0.001404,0.002057&amp;t=h&amp;z=19" target="_blank">one of its lots</a> a few blocks away on Georgia Avenue.  He also proposed the idea of building a garage on the <a href="http://maps.google.com/?ie=UTF8&amp;ll=38.916725,-77.021354&amp;spn=0.001404,0.002057&amp;t=k&amp;z=19" target="_blank">southern portion of the parking lot</a> of Howard University Hospital.</p>
<p>We appreciate Mr. Ellis&#8217;s efforts restoring the Howard Theatre, but we would not welcome a parking garage on Georgia Avenue.  A garage would contradict the Office of Planning&#8217;s <a href="http://www.planning.dc.gov/planning/frames.asp?doc=/planning/lib/planning/project/udd/f-uptowndraftfinal-public-31-37.pdf" target="_blank">DUKE Plan</a>, which specifically calls for ground-floor retail and offices on that site.  A street-fronting garage would deprive Georgia Avenue of the streetlife that retail uses generate.</p>
<p>Furthermore, since parking is a necessary component of driving; providing more parking will induce more driving, something the area suffers from already.</p>

<p>The commission will also discuss two zoning variance making their way through the system, eventually to the Board of Zoning Adjustments, which is obliged to consider, but not necessary follow, the opinion of the relevant ANC.</p>
<p>The two variances, both of which we have researched, are modest changes for two existing properties.</p>
<p>The applicant for <strong>928 Euclid Street NW</strong> bought <a href="http://maps.google.com/?ie=UTF8&amp;ll=38.923906,-77.025538&amp;spn=0,0.003449&amp;z=18&amp;layer=c&amp;cbll=38.923916,-77.025422&amp;panoid=Fkma-i4AaWruoJlUUARkvQ&amp;cbp=12,148.92,,0,24.22" target="_blank">a parking lot</a> that used to be the site of a rowhouse many decades ago.  Though the lot is shaped like a house lot and though what the applicant proposes to build is similar in massing and lot coverage to all the neighboring row houses, our zoning code currently— and wrongheadedly, in our opinion— declares such a new structure illegal.</p>
<p>Thus to build what what was there before and what will match the adjacent structures in massing and use will require a zoning adjustment.*  The ANC&#8217;s Design Review Committee, a committee for which your author is a member, will recommend that the ANC support the application.</p>

<p>The applicant for <strong>1201 S Street NW</strong> seeks a variance solely on account of use, not physical form.  <a href="http://maps.google.com/?ie=UTF8&amp;ll=38.914094,-77.028349&amp;spn=0,0.003449&amp;z=18&amp;layer=c&amp;cbll=38.914092,-77.028217&amp;panoid=BglnKAF4YD7rLMWIvSZ1kA&amp;cbp=12,7.19,,0,8.92" target="_blank">The building</a> used to be a small corner store, but the applicant proposes turning it into a deli with seating for twelve patrons.  The deli will be managed by a non-profit that will train students, presumably in food preparation.</p>
<p>This application will be a bit more controversial since the applicant, Mr. Charles Emor, <a href="http://www.examiner.com/a-630637~Prosecutor__Grand_jury_examining_school.html" target="_blank">has already earned a conspiracy conviction</a> in his other &#8220;educational&#8221; endeavors and some neighbors doubt his sincerity in keeping the property as a proper deli.</p>
<p>Neighbors are welcome to question the commission and applicant, if he appears, at tonight&#8217;s meeting.</p>
<hr />* Much of DC, including some of the city&#8217;s most charming and desired neighborhoods, including much of LeDroit Park, <a href="http://greatergreaterwashington.org/post.cgi?id=752" target="_blank">would be illegal to build under today&#8217;s zoning</a>.  This is an issue we hope the current zoning re-write will resolve.</p>

<p>At last night&#8217;s monthly meeting of ANC1B, Councilmember Jim Graham (D &#8211; Ward 1) suggested that the neighborhood could &#8220;benefit from discussion&#8221; of a liquor license moratorium on U Street.  While the U Street corridor has experienced significant growth in the number of restaurants and bars over the past ten years, not everyone is happy with the revival.  The bar scene, in the midst of a dense neighborhood is bound to create conflict especially as the corridor becomes a regional destination for bar-goers.</p>
<p>In fact one of the attractive features of U Street is that its bars have not become as raucous and overcrowded as those in Adams-Morgan.  Part of the reason is that U Street attracts a different crowd (read: fewer college students) and includes more restaurants than actual bars.  Furthermore, U Street stretches 0.8 miles (from Ninth to Seventeenth Streets) compared to Adams-Morgan&#8217;s 0.4 mi (along Eighteenth Street from U Street to Columbia Road).  In reality the main bar strip of Adams-Morgan is packed into the 0.2 miles between Kalorama and Columbia Roads.  That&#8217;s only one-fourth the length of the U Street corridor.</p>

<p>We know Adams-Morgan and U Street is no Adams-Morgan.</p>
<p>A moratorium on U Street would freeze the supply of available bar and restaurant space without alleviating the demand.  In other words, a moratorium would eventually pack the existing venues.  Customers will be stuck with the same selection of venues and would suffer higher prices and larger crowds at each venue.</p>
<p>Furthermore, we argue that this issue is already being addressed through two other avenues.  First, the ANC is careful to review liquor licenses and doesn&#8217;t hesitate to strongarm restaurateurs and barkeeps into so-called &#8220;voluntary agreements&#8221; that stipulate a variety of restrictions.  These restrictions aim to maintain the livability triumvirate of &#8220;peace, order, and quiet&#8221; so that neighbors can sleep without a cacophony of throbbing music, boisterous drunks, and gun shots.  The process is not perfect, but neighbors are legally entitled to input and negotiation.</p>
<p>Second, the liquor issue is already being addressed by proxy of the zoning code.  <a href="http://leftforledroit.com/2010/04/culinary-abbreviation/">As we reported before</a>, no more than 25% (soon to be raised to 50%) of street frontage along Fourteenth Street and U Street within the Uptown Arts Overlay zone can be devoted to food establishments.  Since restaurants make much of their money by serving alcohol, the raising of the cap to 50%, an increase with significant, though not universal, community support, implies the acceptability of a commensurate increase in liquor licenses.</p>

<p>Entertainment will run 6pm &#8211; 2am (Sun. &#8211; Thurs.) and 6pm &#8211; 3 am (Fri. and Sat.).</p>
<p>Up at <a href="http://maps.google.com/?ie=UTF8&amp;ll=38.924941,-77.022633&amp;spn=0,0.003484&amp;z=19&amp;layer=c&amp;cbll=38.925037,-77.022646&amp;panoid=3fZ2hcNhVDzyRD7JEa0Lyg&amp;cbp=12,270.33,,0,7.56" target="_blank">2632 Georgia Avenue</a>, <strong>GII Restaurant &amp; Lounge</strong> plans to host acoustic jazz bands, karaoke, open mike nights, and DJs to a maximum of 102 people (86 seats).  They propose the following business hours: 6 am-2:30 am (Mon. &#8211; Wed.) and 6 am-3 am (Thurs. &#8211; Sun.).  The propose serving alcohol 10 am-2 am (Sun.), 8 am-2 am (Mon. &#8211; Thurs.) and 8 am-3 am (Fri. and Sat.).  Entertainment will be 6 pm-2:30 am (Mon. &#8211; Wed.) and 6 pm &#8211; 3 am (Thur. &#8211; Sun.).</p>
<p>Here in LeDroit Park, the <strong>Elks Lodge</strong> at 1844 Third St seeks to renew its license but not without controversy.  In April 2008 the lodge was the site of a triple-stabbing and just a few months ago, the lodge was delinquent in paying license fines.</p>
<p>In addition to the lodge, the following restaurants seek to renew their licenses:</p>

<li><strong>Little Ethiopia Restaurant</strong>, 1924 Ninth Street, Class C</li>
<li><strong>Portico</strong>, 1914 Ninth Street, Class C</li>
<li><strong>Mesobe Restaurant and Delimarket</strong>, 1853 Seventh Street, Class C</li>
</ul>
<p>As usual, the ANC meeting will be held tomorrow (<strong>Thursday</strong>) at <strong>7 pm</strong> on the second floor of the <strong>Reeves Building</strong> at <strong>Fourteenth and U Streets</strong>.</p>
