<p>With the opening of Bistro Bohem, the corner of Florida Avenue and 6th Street is turning into a tiny culinary colony along Florida Avenue. Bohem&#8217;s popularity scuttled our plans for our first visit. It was 9 pm and we walked over looking to try it out. It was packed and there was a waiting list for both the tables and for the bar. All this on a Tuesday night!</p>

<p>After just a few weeks of operation, though, the restaurant is expanding into the old retail space that contained <a href="http://leftforledroit.com/2011/03/zees-review/">Zee&#8217;s</a>, the Trinidadian restaurant that only lasted a few months. A sign on the window christens the space &#8220;Café Bohém&#8221;. On the 6th Street front, Bohem has added much-needed outdoor seating. We can imagine sitting there, sipping Bohem&#8217;s signature <strong>Bohemian margarita</strong> and watching the passersby. Many LeDroit Park and Bloomingdale residents walk by this intersection on their way to and from the Metro.  On our visit, we spotted several neighbors returning from work.</p>

<p>The Bohemian margarita, by the way, was the best item we enjoyed on our recent visit to the restaurant. It&#8217;s not nearly as sweet as a regular margarita and benefits from the distinct taste of gin.</p>
<p>While the drink was noteworthy, the food needed some work. It wasn&#8217;t bad, but it wasn&#8217;t amazing either. Bohem offers a variety of &#8220;small plates&#8221; derived from the cuisine of Eastern Europe. The <strong>lightly browned mushrooms</strong> were served with a delicious garlic paprika aioli, but the mushrooms themselves suffered from being, well, mushrooms.</p>

<p>Mushrooms can be difficult to cook. They absorb water like sponges, resisting your best effort to dehydrate or saute them. Though the mushrooms were coated in breadcrumbs and fried, they were still disappointingly watery inside.</p>
<p>A popular dish is the <strong>pierogi</strong>, a typical eastern European dumpling stuffed with a potato cheese filling.  Bohem garnishes the dish with caramelized onions.</p>

<p>We hope it was a coincidence, but the pierogi dish contained a watery sauce, as evidenced by the photo. It&#8217;s decent, but like any pierogi dish, is simple in taste and perhaps better suited to snaking or breakfast. The caramelized onions were very&#8230; caramelized.</p>
<p>Tom Sietsema at the Post <a href="http://www.washingtonpost.com/gog/bars-clubs/bistro-bohem,1227661/critic-review.html">reviewed Bohem</a> and recommends the <strong>chicken schnitzel</strong>, which he says &#8220;races ahead of the pack.&#8221;  We will certainly try it on our next visit.</p>
<p>If you&#8217;re headed out for a serious meal, Shaw&#8217;s Tavern might be a better bet, but if you&#8217;re self-medicating the symptoms of a unpleasant job, Bistro Bohem&#8217;s drink menu will do the trick.</p>

			<content:encoded><![CDATA[<p>We recently received <a href="http://www.change.org/petitions/no-abc-license-moratorium-for-greater-14th-u-street-midcity-neighborhoods">a petition</a> to oppose a liquor license moratorium for the U Street area.  We weren&#8217;t sure why the petition came up, but it seems there is <a href="http://www.washingtoncitypaper.com/blogs/housingcomplex/2012/05/02/where-those-u-street-booze-moratorium-rumblings-are-coming-from/">yet another movement afoot</a> to establish a liquor license moratorium (and thus a restaurant moratorium) on U Street.  The moratorium&#8217;s backer is a resident on 13th Street and she proposes the moratorium for all new liquor license applications within a 1,800-foot radius of Ben&#8217;s Next Door.</p>
<p>We wrote about this matter two years ago <a href="http://leftforledroit.com/2010/06/u-street-booze-moratorium/">when Jim Graham floated the idea</a>.  Nonetheless, it&#8217;s worth revisiting why this moratorium is a bad idea:</p>
<p><strong>It makes no distinction between responsible businesses and rowdy businesses.</strong></p>
<p>A moratorium fails to differentiate between businesses that are quiet and cause no trouble for their neighbors, e.g. the Saloon, and those that cause raucous noise late into the night.  ANCs and neighbors should protest irresponsible and disruptive businesses, but a moratorium is essentially a permanent, unconditional protest of <em>all</em> proposed restaurants and bars.  Many new establishments are started by experienced restaurateurs whose previous businesses exist in harmony with their neighbors.</p>
<p><strong>It&#8217;s effectively a restaurant moratorium.</strong></p>
<p>Restaurants make their money on alcohol and relatively little on food.  This is why Shaw&#8217;s Tavern, when dry, <a href="http://leftforledroit.com/2011/08/liquor-violation-keeps-shaws-tavern-dry/">quickly shuttered</a>.  Prohibiting the issuance of new liquor licenses will essentially deny new restaurants the ability to earn enough to pay rent.  A liquor license moratorium <em>is</em> a restaurant moratorium.</p>
<p><strong>It will reduce customer service.</strong></p>
<p>A moratorium will limit the supply of restaurants and bars even while demand rises.  This means restaurant prices will face upward pressure, seating may become scarcer, and service quality will likely fall.  The population of the census tract covering the eastern side of the U Street corridor grew by 86% from 2000 to 2010 and will continue to grow as more residential buildings come online.  If you think finding a table is hard now, a moratorium will make it worse.</p>
<p><strong>It unfairly &#8220;picks winners&#8221;.</strong></p>
<p>Placing a legislative cap on new business activity unfairly privileges incumbent businesses.  To intervene so severely in the market as to artificially limit consumer choice means that current license holders will enjoy an oligopoly.  This increased business, however, will not result from a restaurant&#8217;s merit, but will result from the fact that consumers will face limited choices.  A business owner&#8217;s &#8220;merit&#8221; will simply be that he had the good luck open shop just before the regulatory door slammed shut behind him.</p>
<p><strong>It&#8217;s arbitrary.</strong></p>
<p>There are currently 107 licenses within the proposed moratorium area.  There is no definitive proof that the 107 number is too high, too low, or just right.  Unfortunately, moratoria disregard nuance and set arbitrary numbers as permanent limits.</p>
<p>Furthermore, it&#8217;s arbitrary to propose that the moratorium be based on a perfect circle, that the circle have a 1,800-foot radius, and that the circle be centered on Ben&#8217;s Next Door.</p>
<p><strong>It will not resolve the stated problem.</strong></p>
<p>Matters of crime, noise, and trash, <a href="http://www.washingtoncitypaper.com/blogs/housingcomplex/2012/05/02/where-those-u-street-booze-moratorium-rumblings-are-coming-from/">which the City Paper reports as the main motivators for the moratorium&#8217;s proponent</a>, will not be resolved by a moratorium.  Restricting the issuance of alcohol licenses will not reduce crime, will not reduce noise, and will not reduce trash.  It will, however, result in longer wait times for table, higher prices, and lower service.</p>
<p><strong>It&#8217;s difficult to administer.</strong></p>
<p>Laws should be simple to understand and administer.  The proposed moratorium area is a circle and circles are harder to measure on land.  In fact, we discovered this problem recently <a href="http://leftforledroit.com/2012/03/all-souls-in-the-news/">when measuring the distance</a> between a liquor store and Cleveland Elementary School.  Do you measure by the edge of the property line or by the edge or the building?  Certainly we have the technology today to determine this distance, but it takes time and skill to do it accurately.  The technical challenge is a hurdle for business owners and citizens alike to understand the impact of the law.  A listing of city blocks would be far easier to decipher and would cause less confusion than a circle.</p>
<p style="text-align: center;">* * *</p>
<p>Instead of swinging a legal sledgehammer to stop all future restaurants, good and bad, we should judge each application on its own merit.  Restaurateurs who have proven records of being good neighbors should by all means receive licenses and less reputable restaurateurs should be denied.  We urge you <a href="http://www.change.org/petitions/no-abc-license-moratorium-for-greater-14th-u-street-midcity-neighborhoods">to sign the petition</a> to oppose the moratorium.</p>

			<content:encoded><![CDATA[<p>We got news this morning that a man had been found stabbed on the 500 block of Florida Avenue NW near Shaw&#8217;s Tavern.  The story turned out to be a bit more complicated.  A man driving a BMW crashed into the Florida Avenue side of Shaw&#8217;s Tavern early this morning.  When police arrived, they found the driver with a stab wound in his neck.  He was taken to Howard University Hospital where he later died.</p>
<p>The details are unclear at this point, but the driver may have been stabbed elsewhere and may have been trying to drive himself to the hospital for treatment.  </p>
<p>Here&#8217;s the Fox 5 news report from early this morning.</p>

<p>This is not the first significant crash near 6th and Florida.  In 2006, <a href="http://leftforledroit.com/2010/11/avenue-q/">a drunk driver crashed into 605 Florida Avenue</a>, destroying much of the house&#8217;s brick turret.</p>

<p>Back in November 2010 <a href="http://leftforledroit.com/2010/11/cafe-du-droit/">we wrote</a> about the renovation underway at the two-story brick building at the southeast corner of 6th Street and Florida Avenue. What a great place for a cafe, we opined.</p>
<p>Finally in July of last year, a restaurant called Shaw&#8217;s Tavern opened up in the space.  Many neighbors expressed eager anticipation at the very rumor, mostly since Florida Avenue lacks a variety of decent sit-down options.</p>
<p>The excitement was short-lived.  The restaurant&#8217;s management ran afoul of the District&#8217;s liquor regulations when it allegedly forged an alcohol license to purchase liquor from suppliers.  Just before opening, Shaw&#8217;s hosted several events during which they served alcohol <a href="http://leftforledroit.com/2011/08/liquor-violation-keeps-shaws-tavern-dry/">without the a license</a>.  The Alcohol Beverage Control (ABC) Board, rightly outraged, refused to grant the license.</p>
<p>Unable to serve alcohol, which is where restaurants make much of their money, Shaw&#8217;s quickly closed. New owners bought the business and have reopened the space for breakfast, brunch, and lunch.  Shaw&#8217;s will finally serve dinner and thus expand their hours beyond the 4 pm closing when they get their alcohol license approved.</p>
<p>We dropped by Shaw&#8217;s Tavern recently to sample the food and the trip was well worth it.  The food was excellent and refined and the atmosphere was pleasant.</p>
<p>We ordered the house-smoked pulled pork shoulder (pictured above), which is served on a patty of crispy jalapeño-cheddar polenta and cider vinegar jus.  The waiter described the item as &#8220;killer&#8221; so we couldn&#8217;t possibly ignore such an endorsement.</p>
<p>It turns out the waiter was right.  The pork, as he described, is smoked for 12 hours.  It shows.  The distinctly smokey and faintly tangy flavor of the tender shoulder meat makes the dish a signature item for Shaw&#8217;s.</p>
<p>The pork tops a polenta patty, which is cripsy like hash-browns on the exterior, but creamy like skillfully prepared scrambled eggs on the inside.  In fact the filling is not egg at all, but jalapeño cheddar cheese with polenta,  making it a close rival to the pork.</p>
<p><a title="Spiced pudding by The Great Photographicon, on Flickr" href="http://www.flickr.com/photos/greatphotographicon/6908412970/"><img class="alignright" src="http://farm8.staticflickr.com/7190/6908412970_3f7264169a_m.jpg" alt="Spiced pudding" width="240" height="160" /></a>For dessert we ordered spiced chocolate pudding.  A dollop of cream and candied orange peel garnish the pudding.  Don&#8217;t let that fool you, though.  The pudding itself is not nearly as sweet as most American desserts and so the spice stands out.</p>
<p>The interior of the restaurant provides an unusual variety of seating options. There are high tables for four people and larger parties.  The bar itself is as wide as a full table and provides ample space for dining.  The outdoor patio on the 6th Street side just opened with several iron tables and chairs.  The inside also sports several couches with coffee tables, each equipped with a book on the Civil War to honor the restaurant&#8217;s namesake, <a href="http://en.wikipedia.org/wiki/Robert_Gould_Shaw">Col. Robert Gould Shaw</a>, for whom the Shaw neighborhood is named.</p>
<p>There are few restaurants that really impress us, but Shaw&#8217;s Tavern was able to do it.  When it opens up for dinner, we expect to return often.</p>

<p>Unfortunately we weren&#8217;t able to make the Alcoholic Beverage Control (ABC) Board hearing on  Wednesday, but we heard secondhand that it was quite a show.  </p>
<p>A commenter from a previous post pointed us to <a href="http://www.grassrootsmediaproject.org/2012/03/all-souls-vs-cleveland-elementary-report-from-abra-protest-hearing/">an article sympathetic to the opposition</a>.</p>
<p>The article notes that the ABC Board does not typically grant alcohol licenses within 400 feet of a school unless there is already another alcohol license within 400 feet of the school.  In this case, All Souls would qualify since Boston Wine &#038; Spirits (1905 9th Street) is within 400 feet of the school.</p>
<p>We looked up on Google Earth the distance between Boston Wine &#038; Spirits and Cleveland Elementary School and marked a 400-foot yellow line in the map below.  We were able to spot-check the relative accuracy of the program by measuring the right-of-way distances in Google Earth and comparing them to the numbers in the <a href="http://hdl.loc.gov/loc.gmd/g3851bm.gct00133a">Baist Real Estate Atlas of the area</a>.   By a more generous measure, where we measure from the school building instead of the school&#8217;s property lot (outlined in red) to 9th Street in front of and thus beyond Boston Wine &#038; Spirits, it appears that Boston Wine &#038; Spirits is within the 400 feet.</p>

<p>Here is another interesting tidbit from the article:</p>

According to the survey, 45% of Cleveland Elementary School teachers would be reluctant to attend evening activities at the school and 33% of parents would remove their children from the school should the bar open up across the street&#8230;</p></blockquote>
<p>It seems the frequent, blatant, and public drug-dealing and urination a block away have not deterred these hardy souls from attending Cleveland, but the thought of a 5 pm happy hour across the street will.</p>

<p>Few things rile up neighbors like liquor licenses. Just outside LeDroit Park at 8th and T Streets, a proposal for a new restaurant, All Souls, <a href="http://www.washingtonblade.com/2012/03/14/liquor-license-follies-follow-d-c-development/">has elicited the ire of several neighbors</a>. The objectors, though small in number, are trying to stop a local restaurateur from turning a vacant storefront, pictured above, into a community asset. Much of this opposition is unwise and unwarranted and will hold back neighborhood improvement.  We have heard the objections to All Souls for several months and would like to see this restaurant finally come to fruition.</p>
<p>While some objections, particularly regarding outdoor noise late into the night, are certainly reasonable, a few objectors have damaged their own credibility with an array of spurious objections.</p>
<p>The first of such complaints is that a restaurant serving alcohol across the street from an elementary school is unsavory. This is a red herring. Restaurants cannot serve alcohol to 10-year-olds and the main business of restaurants is at night, several hours after school has ended.  <a href="http://www.washingtonblade.com/2012/03/14/liquor-license-follies-follow-d-c-development/">The restaurateur has agreed</a> to not serve alcohol before 5 pm.</p>
<p>The most ludicrous objection we heard is that patrons on the patio on 8th Street (along the blank wall in the photo above) will leer into a neighboring house.  This is another red herring as drawing one&#8217;s window blinds or curtains can easily solve this problem.</p>
<p>Another objection is that a restaurant is inappropriate for what one objector alleged is a &#8220;residential street&#8221;. This is not entirely true.  Most of the 1900 block of 8th Street is actually in a commercial zone <a href="http://dcoz.dc.gov/info/districts.shtm">C-2-B</a>, which is intended for commercial uses, but also allows residential uses.</p>
<p>The restaurant site is surrounded by a residential zone (R-4) on three sides.  Nonetheless, all zones have boundaries in which differing uses abut each other.  It is the responsibility of residents to research and understand the zoning implications of where they live.  It is also important for residents to understand their limitations in dictating how other people lawfully use their own property.</p>
<p>The restaurant building, as marked in the map below, is zoned for commercial uses (<a href="http://dcoz.dc.gov/info/districts.shtm">C-2-A</a>), which permits restaurants as a matter of right.  The law is very clear in this case that a restaurant is permitted in this location.  The issuance of the alcohol license, which is necessary for any reastaurant to survive financially, is not by right, but must be requested.  Thus, it is only in the alcohol license that the objectors have a viable case to block the business.</p>

<p>All Souls will improve the quality of life in several ways. It will provide a sit-down restaurant, something we consider a desirable neighborhood amenity. It will provide more eyes on the street to deter crime. Drug dealers and criminals at 7th &amp; T Streets will feel less confident in their criminality when they see that there are numerous witnesses at sidewalk tables 100 feet away.</p>
<p><a href="http://leftforledroit.com/wp-content/uploads/2012/03/All_Souls2.jpeg"><img class="alignright size-thumbnail wp-image-1849" title="All Souls Cafe" src="http://leftforledroit.com/wp-content/uploads/2012/03/All_Souls2-150x150.jpg" alt="" width="150" height="150" /></a>Most importantly, the conversion of a vacant property (pictured to the right) into a vibrant, occupied use improves the impression of the neighborhood. People rightly look upon vacant and abandoned space negatively. They look at active, lively restaurants positively. All Souls will improve the image of the neighborhood by improving the quality of life.</p>
<p>Let&#8217;s hope the unreasonable objections of a few don&#8217;t derail a potential community asset that we suspect the silent majority supports.</p>

<p>Will the Howard Theatre, soon to open in April, end up bankrupt <a href="http://www.washingtoncitypaper.com/blogs/artsdesk/general/2011/11/15/arts-commission-assumes-temporary-control-of-lincoln-theatre/">like the Lincoln Theatre on U Street</a>? Both are historic U Street area theaters that were revived at significant public expense. Both are owned by the District government and are under the control of non-profits.</p>
<p>There are, however, some significant differences between the Lincoln and the Howard: the floor, the kitchen, and the management.</p>
<p>The Lincoln Theatre is a traditional theater with fixed rows of seats. This makes the venue unsuitable for a variety of performances. All concert venues nearby have few if any seats— just an open floor where patrons stand.</p>
<p>The Howard Theatre&#8217;s floor is a little different. The theatre will have few permanent seats.  Much of the space will contain seats and tables for the performances where food is served, such as <a href="http://thehowardtheatre.com/show/2012/04/15/sunday-gospel-brunch-featuring-the-harlem-gospel-choir/">the weekly gospel brunch</a>, <a href="http://thehowardtheatre.com/show/2012/04/13/wanda-sykes-2/">a comedy show</a>, or certain jazz performances.</p>
<p>When tables <a href="http://thehowardtheatre.com/show/2012/04/16/the-roots-2/">are unsuitable</a> for the type of performance, they will be stowed beneath the stage, thus opening up the first floor like the 9:30 Club or the Black Cat.  This flexibility allows the venue to attract a greater variety of acts.</p>
<p>Another important difference is that the Howard Theatre will contain a large kitchen.  Food service, particularly on the sale of alcohol, is where the venue will make money.  The Lincoln Theatre&#8217;s food and liquor operation can&#8217;t compare.</p>
<p>Finally, while the Lincoln Theatre was managed (or mismanaged, some say) by an ad hoc non-profit, the Howard Theatre will be run by Blue Note Jazz Clubs, which runs the <a href="http://www.bluenote.net/newyork/index.shtml">Blue Note Jazz Club</a>, the <a href="http://highlineballroom.com/">Highline Ballroom</a>, and <a href="http://www.bbkingblues.com/">B.B. King Blues Club &amp; Grill</a> in New York.  This gives us confidence that a similar success can happen at the Howard.</p>

<p>It&#8217;s safe to assume, however, that the cleverly named Pizzarro, coming to 467 Florida Avenue, won&#8217;t portend a vicious bloodbath.   Whereas Pizarro stormed into Peru, Pi<em>zz</em>arro has quietly entered our midst.  <a href="http://www.princeofpetworth.com/2012/01/pizarro-pizza-cafe-coming-to-467-florida-ave-nw/page-cat/ledroit-neighborhoods/">Some speculate</a> it will be a cafe or a pizza restaurant (as though we don&#8217;t already have enough pizza options around here).</p>
<p>The new sign has been in place for several weeks and the interior is looking freshly remodeled.  Even still, the dust collecting on the tables and we eagerly await the business&#8217;s opening, whenever that may be.</p>
